Kofi Annan has given it a name & sent invitations for high-level & perhaps last ditch conference to pull political solution out of hat for conference. Initially, Conference was labeled “Contact Group on Syria,” reflecting similar institutionalization of process as in Bosnia (BiH). Results of Contact Group’s efforts in BiH were mixed. It took over 2 years from establishment to end fighting. Thus, perhaps Kofi Annan opted for “Action Group for Syria.”

Turkey can invoke NATO’s mutual defense pact under Article V in what is now a direct military confrontation with Assad Regime in Syria. As such NATO could act as alliance in responding/attacking Syria. Ankara now has called upon the NATO pact  (North Atlantic Council) to meet to discuss the shooting down of plane, but as far as we can deduce, no action as yet has been requested. –More–
